Why the site is organized by installation

The region holds Navy, Air Force and Army installations on both sides of the harbor, and they fall in two different 2026 housing areas. Naval Station Norfolk's ZIP resolves to VA298; Langley's resolves to VA297. A page that started with a city would hide that split, so this one starts with the base.

Reading a figure

• A BAH figure is a 2026 Department of Defense monthly rate for one grade in one housing area.
• A value figure is a city assessor's statistic, labeled with its date and whether it is an average or a median. It is not an appraisal of any one house.
• A tax figure is a city's adopted FY 2027 rate per $100 of assessed value.
